CNN —At least 19 people have been killed and 23 injured from Israeli fire on Gaza residents who were waiting for humanitarian aid at the Kuwait roundabout in Gaza City on Saturday, according to the Government Media Office in Gaza. The Israel Defense Forces (IDF) said reports claiming it attacked dozens of Gazans at an aid convoy are incorrect and that a review of the incident is underway. The Kuwait roundabout in Gaza City has become known as an area where aid trucks distribute food, attracting crowds of people desperate for supplies. Several deadly attacks by Israeli soldiers on crowds of civilians lining up for aid have been reported in recent weeks. The sanctions block access to U.S. property and bank accounts and prevent the targeted people and companies from doing business with Americans. BOULDER, Colo. (AP) — A judge ruled Friday that the man accused of killing 10 people at a Colorado supermarket in a 2021 rampage is mentally competent to stand trial. Judge Ingrid Bakke ruled that Alissa, who has schizophrenia, is able to understand court proceedings and contribute to his own defense. Bakke presided over a hearing last week to consider an August determination by experts at a state mental hospital that Alissa was competent after previous evaluations found otherwise. He was admitted to the state hospital in December 2021. Mental competency does not mean he’s been cured.

A unit from the Spanish Emergency Military Unit (UME) was set to fly to Morocco, Spanish television RTVE reported. Separately, the Foreign Ministry said it was activating a fund of local government contributions to support solidarity actions. A judge had ordered Ahmad Al Aliwi Alissa in December 2021 to undergo treatment at the state's mental hospital after ruling he was incompetent to stand trial following two court-ordered psychological evaluations. On Wednesday, Boulder District Attorney Michael Dougherty's office said the Colorado Department of Human Services had recently provided a re-evaluation report that concluded Alissa had been "restored to competency." Alissa is charged with 10 counts of first-degree murder stemming from the March 22, 2021 shooting at a King Soopers grocery store in Boulder, Colorado, about 28 miles (45 km) northwest of Denver.
